This is a gold medal presented in AD 1975 by the Province of Cuenca, located in central Spain, to the then Minister of Justice, Francisco Ruiz-Jarabo.
The medal is circular in shape and made of gold. The obverse features the coat of arms of the Province of Cuenca, surrounded by a laurel wreath. The shield is divided into four quarters: the upper left displays a quartered shield adorned with alternating lions and castles; the upper right features a chalice topped with a silver star; the lower right depicts a book representing the Cuenca Charter; and the lower left shows a standing pine tree. Surrounding the shield is ornamentation derived from the national coat of arms used during the dictatorship of Francisco Franco in Spain.
The reverse side of the medal depicts a family of three: the father stands on the left, upright with one hand on his hip, the other carrying an axe over his left shoulder; the mother is on the right, crouching to embrace and kiss a nude child. The background features indistinct images of trees, a plough, and a sailboat. Below the figures, the Spanish inscription “LA PROVINCIA DE CUENCA AL” (From the Province of Cuenca to) is engraved, followed by smaller bold text indicating the recipient, “AL EXCMO. SR. D. FRANCISCO RUIZ-JARABO” (Honourable Minister of Justice Francisco Ruiz-Jarabo). At the top of the medal, a circular loop attaches it to a ribbon. The ribbon’s design reflects the red-yellow-red colour scheme of the Spanish national flag, with a square plaque at the top to allow the medal to be worn on the left chest.
Francisco Ruiz-Jarabo served as Spain’s Minister of Justice under the dictatorship of Francisco Franco from AD 1973 to AD 1975. Born into a prominent family of lawyers in Madrid, Ruiz-Jarabo aligned himself with Franco’s faction during the Spanish Civil War in AD 1936. Following Franco’s rise to power, Ruiz-Jarabo held senior positions in several key departments, including the capital city of Madrid, the Ministry of Labour, and the Ministry of Justice.
