This is a miniature Mexican Service Medal (Navy version), authorised on 11 February AD 1918 for officers and enlisted men of the Navy and Marine Corps who served ashore during the Vera Cruz expedition from 21 to 23 April AD 1914. It was also awarded to personnel of certain designated vessels for service from 21 April to 26 November AD 1914, and from 14 March AD 1916 to 7 February AD 1917, as well as to any Navy and Marine Corps members who participated in engagements between the armed forces of the United States and Mexico.

The medal, designed by Bailey, Banks and Biddle, depicts on its obverse the old castle of San Juan de Ulua in the Veracruz harbour. The inscription ‘Mexico’ appears within a circular border above the scene, with ‘1911–1917’ below, and a cactus branch accentuating each side. The design of the reverse corresponds to the respective service medal of each individual branch of the armed forces.

此獎章由貝利·班克斯與比德爾公司（Bailey,Banks and Biddle）設計，正面圖樣為韋拉克魯斯港（Veracruzharbor）內的聖胡安德烏盧阿古堡（old castle of San Juande Ulua）。圓形內廓上方刻有「Mexico」（墨西哥）字樣，下方刻有「1911-1917」，兩側則各飾有一幅仙人掌枝條。背面的設計則分別與各軍種各自的「服役獎章」（Service medals）相同。
